Federata Panshqiptare e Amerikës — VATRA, institucion historik më shumë se njëshekullor në mbrojtje të lirisë, shtetësisë dhe interesave kombëtare shqiptare, ndjek me shqetësim tensionet politike dhe përplasjet e raportuara gjatë protestave në Shqipëri.
VATRA u bën thirrje institucioneve shtetërore, forcave politike, demonstruesve dhe të gjithë qytetarëve për qetësi, vetëpërmbajtje dhe respektimin e të drejtave e lirive kushtetuese.
Jeta, siguria dhe dinjiteti i çdo qytetari janë të panegociueshme. VATRA mbron të drejtën e protestës paqësore dhe të shprehjes së lirë, ndërsa dënon dhunën nga cilado palë, dëmtimin e njerëzve dhe të pronës, si dhe çdo përdorim të paligjshëm apo joproporcional të forcës.
VATRA mbështet thirrjen publike të Ambasadës së Shteteve të Bashkuara në Tiranë për protesta paqësore, vetëpërmbajtje dhe qetësi nga të gjitha palët. Demonstruesit duhet të ruajnë karakterin paqësor të tubimeve, ndërsa institucionet e rendit duhet të veprojnë me profesionalizëm, paanshmëri dhe proporcionalitet. Çdo pretendim i besueshëm për shkelje duhet të hetohet nga organet kompetente, mbi bazën e fakteve dhe pa presion politik.
VATRA u bën thirrje qeverisë, shumicës parlamentare dhe opozitës të tregojnë përgjegjësi politike e institucionale, të dëgjojnë shqetësimet e qytetarëve dhe të shmangin çdo veprim që mund të përshkallëzojë tensionet. Institucionet shtetërore duhet të ushtrojnë pa pengesa kompetencat e tyre kushtetuese dhe të garantojnë funksionimin normal të mekanizmave të kontrollit dhe balancimit të pushteteve.
Mandati i fituar përmes votës nuk e përjashton askënd nga detyrimi për të dhënë llogari. Sa më i madh pushteti, aq më e madhe përgjegjësia.
VATRA i bën thirrje Presidentit të Republikës dhe institucioneve kushtetuese të nxisin dialogun ndërmjet palëve, në respekt të kompetencave të tyre, për të gjetur një rrugëdalje paqësore, demokratike dhe kushtetuese nga tensionet aktuale.
Vëmendje e veçantë duhet t’u kushtohet studentëve dhe të rinjve, shqetësimet e të cilëve kërkojnë dëgjim të sinqertë dhe përgjigje konkrete.
Studentët e Shqipërisë nuk duhet të trashëgojnë mërgimin tonë, por lirinë dhe mundësitë për të cilat brezat tanë luftuan.
VATRA u bën thirrje gjithashtu aktorëve publikë dhe mediave të shmangin gjuhën nxitëse, etiketimet dhe përhapjen e informacioneve të paverifikuara.
Si institucion historik kombëtar, VATRA nuk mban anën e asnjë partie politike. Ajo qëndron në anën e qytetarit, Kushtetutës dhe Republikës, duke riafirmuar miqësinë historike dhe partneritetin strategjik ndërmjet popullit shqiptar dhe Shteteve të Bashkuara të Amerikës.
Pushteti nuk është pronë e atij që qeveris. Ai është një përgjegjësi e përkohshme që buron nga sovraniteti i qytetarëve dhe kufizohet nga Kushtetuta.
Paqja kërkon drejtësi. Dialogu kërkon përgjegjësi. Demokracia kërkon sovranitetin real të qytetarit.

STATEMENT ON PEACE, CONSTITUTIONAL ACCOUNTABILITY, AND DIALOGUE IN ALBANIA

The Pan-Albanian Federation of America — VATRA, a historic institution with more than a century of dedication to the defense of Albanian freedom, statehood, and national interests, is following with deep concern the political tensions and reported confrontations during protests in Albania.
VATRA calls upon state institutions, political leaders, demonstrators, and all citizens to exercise calm, restraint, and respect for constitutional rights and freedoms.
The life, safety, and dignity of every citizen are non-negotiable. VATRA firmly upholds the right to peaceful protest and freedom of expression, while condemning violence from any side, harm to individuals and property, and any unlawful or disproportionate use of force.
VATRA supports the public appeal issued by the United States Embassy in Tirana calling for peaceful demonstrations, restraint, and calm on all sides. Demonstrators must preserve the peaceful nature of their gatherings, while law enforcement authorities must act with professionalism, impartiality, and proportionality. Any credible allegations of violations must be investigated by the competent authorities, based on evidence and free from political interference.
VATRA calls upon the government, the parliamentary majority, and the opposition to demonstrate political and institutional responsibility, listen to the concerns of citizens, and refrain from any actions that could further escalate tensions. State institutions must exercise their constitutional powers without obstruction and ensure the proper functioning of the mechanisms of checks and balances.
An electoral mandate does not exempt anyone from the obligation to be accountable. The greater the power, the greater the responsibility.
VATRA calls upon the President of the Republic and the constitutional institutions to encourage dialogue among all parties, within the scope of their respective constitutional powers, to identify a peaceful, democratic, and constitutional path toward resolving the current tensions.
Special attention must be given to students and young people, whose concerns deserve genuine consideration and concrete responses.
The students of Albania must not inherit our exile, but rather the freedom and opportunities for which our generations fought.
VATRA also calls upon public figures and the media to refrain from inflammatory rhetoric, divisive labeling, and the dissemination of unverified information.
As a historic national institution, VATRA does not take sides with any political party. It stands with the citizens, the Constitution, and the Republic, while reaffirming the historic friendship and strategic partnership between the Albanian people and the United States of America.
Political power is not the property of those who govern. It is a temporary responsibility derived from the sovereignty of the people and limited by the Constitution.
Peace requires justice. Dialogue requires accountability. Democracy requires the genuine sovereignty of the people.
